Stormwater runoff is generated when precipitation from rain and snowmelt events flows over land or impervious surfaces. This runoff can collect pollutants like sediment, oil, grease, and other chemicals as it flows over impervious surfaces in urbanized areas. Polluted stormwater runoff is often transported through Municipal Separate Storm Sewer Systems (MS4s), from which it is frequently discharged untreated into local waterbodies.

The objective of the Federal Water Pollution Control Act, commonly referred to as the Clean Water Act, is to “restore and maintain the chemical, physical, and biological integrity of the nation’s waters.” The National Pollutant Discharge Elimination System (NPDES) program was established to regulate direct discharges into navigable waters. Industrial facilities, construction sites, and cities and communities in urbanized areas must comply with NPDES requirements.
